Why Year 2035? |
| Referring to Titah Perutusan KDYMM in the first publication of the Brunei Darussalam Long Term Development Plan book, the Council for Long-Term Development Plan has consulted the people of Brunei Darussalam widely by asking our people what kind of country they wish Brunei Darussalam to be thirty years from now.. As a result, they have identified many of the demanding personal, social, spiritual, cultural and economic challenges that will be set in the next three decades by the new world in which our young people will grow up and become adults and hence Wawasan Brunei 2035 summarises the vision for the future that will fulfil our people’s long-term hopes and expectations. |
Wawasan 2035 did mention on having people with the highest level education. What is the long-term plan for Brunei to tackle brain drain so to meet the objective? |
| Some of the strategies are outlined in OSPD under the Education Strategy in which stated “providing high standards of secondary and tertiary education, including vocational schools” and “devising programmes that promote life-long learning and widen access to higher education”. In achieving this, one of the initiatives by JPKE is providing scholarships increase their skills and become professionals under the HRD Fund. It is hoped that with this scheme, we will produce more experts and professionals required to meet the labour demand. Another strategy is through the review of salary scheme in some of the professional occupations such as doctors to provide incentive for them to stay and work in Brunei Darussalam. |
What are the KPIs to measure the short and long term achievements? |
| Long-term KPIs of the Wawasan targets are:
- Measured by highest international standard – Educated, Highly Skilled and Accomplished people
- Top 10 nations in the world, measured by the Human Development Index (HDI) of the United Nations Development Programme (UNDP)
- Top 10 countries in the world, measured by income per capita

| Achievement – refer slides Challenges:

Economic Profile – Generally our economy is dominated by oil and gas sector in terms of output, and by government spending in terms of expenditures.
- Lack of diversification – We have not done well in our efforts to diversify our economy.
- Economic Growth – We have been experiencing slower economic growth relative to ASEAN and relative to the World in the last few years.
Way Forward:
- Diversify economic activities
- Attract FDIs and MNCs
- Support local businesses or SMEs
- Improve ease of doing business environment
- Continuously improve productivity
- Strengthen education, training, R&D and innovation

What are the criteria or guideline for any RKN projects? Tool used for filtering any Government’s projects? |
| Two main criteria:
1. Contribution of the projects to economic growth and development with sub-criteria as follows:
- Projects that will increase government revenue and reduce expenditure
- Projects that will create employment opportunities, particularly in the private sector
- Projects that will increase the exports of non-oil and gas, and attract foreign direct investment
- Projects that will contribute to social development, social welfare and improve the living standards of citizens and residents
- Projects that provide a sustainable infrastructure to increase the productivity of the public and private sectors
- Projects that will contribute to the improvement of skills, expertise and human resource capabilities, particularly in the local workforce
- Projects which promote the use of new technology and contribute to enhancing innovation and increasing productivity of the country.
2. Capacity of the ministries to implement the projects with sub-criteria
as follows: - Projects that already have gazetted sites
- Projects that can be implemented within the first year of RKN10
- Projects that are development-oriented and not operational or maintenance in nature
- Carried forward RKN9 projects which hold a priority for completion
- Mega projects that would be implemented in phases
